MISSISSIPPI DEPARTMENT OF ENVIRONMENTAL QUALITY
REQUEST FOR PROPOSALS
Notice is hereby given that the Mississippi Department of Environmental Quality (MDEQ) is soliciting written proposals from organizations licensed to do business in the State of Mississippi to support the Mississippi Sound Estuarine Program (“MSEP” or “Program”). The primary goal of this Program is to provide funding for an initial three (3) years to establish an estuarine program in coastal Mississippi. This Program is related to natural resource restoration projects implemented on the Mississippi Gulf Coast, which is necessitated by the 2010 Deepwater Horizon Oil Spill, and is funded through the Gulf Coast Ecosystem Restoration Council under the Council-Selected Restoration Component authorized under 33 U.S.C. § 1321(t)(2) of the RESTORE Act, CFDA No. 87.051, Award # GNTCP19MS0062 (“Award”).

A Pre-Submittal Meeting will be held at 1:00 p.m. CST, February 13, 2023 online utilizing GoTo Meeting and can be accessed here or by phone at +1 (224) 501-3412; Access Code: 744-715-965. The purpose of the pre-submittal conference is to allow potential offerors an opportunity to present questions to staff and obtain clarification of the procurement requirements.
Proposals will be received until 3:00 p.m. CST, March 1, 2023 at the MDEQ office located at 515 East Amite St., Jackson, MS 39201. All bids received after this deadline will be returned unopened. Alternatively, electronic proposals may be submitted to procurement@mdeq.ms.gov by the date and time specified herein. The file size limit for electronic submissions is 20mg.
MDEQ reserves the right to reject any and/or all packages and waive any minor informality.
