Multiyear Implementation Plan
The RESTORE Act provides that 80% of the civil penalties recovered as a result of the Deepwater Horizon oil spill be directed to the Gulf Coast Restoration Trust Fund (Trust Fund) to be used by the five Gulf Coast states to restore and protect the environment and economy in the Gulf Coast region. Monies in the Trust Fund are distributed to five different components, one of which is the Direct Component, also referred to as Bucket 1. This component requires Mississippi, through MDEQ, to prepare a Multiyear Implementation Plan (MIP) describing each activity, project or program for which Mississippi seeks funding under Bucket 1 and accounts for 35% of the funds directed to the Trust Fund. Mississippi, as determined by the RESTORE Act, will receive 7% of the 35% allocation in Bucket 1.
Initial Multiyear Implementation Plan
Mississippi’s initial Multiyear Implementation Plan included $54.1 million in projects and was accepted by the U.S. Department of the Treasury in May 2016.
Multiyear Implementation Plan Amendment #1
Mississippi’s initial Multiyear Implementation Plan was amended in November 2016 to include a total of sixteen projects totaling more than $80 million. The amended Multiyear Implementation Plan and was accepted by the U.S. Department of the Treasury in July 2017.
Multiyear Implementation Plan Amendment #2
Mississippi’s initial Multiyear Implementation Plan was amended in November 2017 to include a total of twenty-four projects totaling more than $99 million. The amended Multiyear Implementation Plan and was accepted by the U.S. Department of the Treasury in July 2018.
Multiyear Implementation Plan Amendment #3
Mississippi’s initial Multiyear Implementation Plan was amended in November 2018 to include a total of twenty-seven projects totaling more than $120 million. The amended Multiyear Implementation Plan was accepted by the U.S. Department of the Treasury in June 2019.
Multiyear Implementation Plan Amendment #4
Mississippi’s initial Multiyear Implementation Plan was amended in November 2019 to include a total of thirty-three projects totaling more than $136 million. The amended Multiyear Implementation Plan was accepted by the U.S. Department of the Treasury in April 2020.
Multiyear Implementation Plan Amendment #5
Mississippi’s initial Multiyear Implementation Plan was amended in November 2021 to include a total of thirty-nine projects totaling more than $174 million. The amended Multiyear Implementation Plan was accepted by the U.S. Department of the Treasury in May 2022.
Multiyear Implementation Plan Amendment #6
Mississippi’s initial Multiyear Implementation Plan was amended in November 2022 to include a total of forty-three projects totaling more than $202 million. The amended Multiyear Implementation Plan was accepted by the U.S. Department of the Treasury in May 2023.
Multiyear Implementation Plan Amendment #7
Mississippi’s initial Multiyear Implementation Plan was amended in January 2024 to include a total of forty-three projects totaling more than $226 million. The amended Multiyear Implementation Plan was accepted by the U.S. Department of the Treasury in June 2024.
